Cadets sent to the Colony.

I have been in command of the Police Force since October 1866, with the exception of the periods when I was acting Colonial Secretary in 1881/82 respectively.

I have been severely wounded or disabled duly.

My salary is now as it was fourteen years ago, but, making due allowance for the amount that I am allowed to remit through the Government for Life Insurance purposes, the purchasing value of my salary is £136.8.0 per annum less than it was in 1871.

On the other hand (a) one of my colleagues (Mr C. C. Smith) who arrived with me in 1862, has been Colonial Secretary of Singapore since July, 1878. My late Deputy (Mr Creagh) has been appointed (b) Assistant Resident at Perak, (c) Mr Lister, whose appointment as a Cadet is 3½ years subsequent to mine, receives from various appointments $1200 a year more than I do, and has moreover been recently appointed to a seat in the Executive Council.

F. V. Russell, who is (d) equally my junior, in addition to the Treasurership, has been given in 1881 the Registrar General's ship at $3840 a year; it had since been made Puisne Judge with $5040.
